At the St. Petersburg Chamber of Commerce and Industry, services involving various kinds of examination, issue and verification of certificates of origin of goods and other foreign economic activity documents including ATA carnets are rendered by the Department of Examination and Certification (BES) and the Quantity and Quality Control Department. 

Kinds of examination: 

•  conduction of expert examination of goods for determination of the country of origin;
• conducting an examination of manufacturing;
• issue and verification of certificate of origin of goods;
•  issue of ATA carnets;
• identification features of goods for their further classification according to TN VED RF (Commodity Nomenclature of Foreign Economic Activity of the RF) and OKPO (All-Russian Classifier of Enterprises and Organizations);
• examination to determine the quantity and quality of goods;
• confirmation of the conditions of the of buy-sell contract/agreement;
• determining damages;
• surveyor services;
• detecting counterfeit and faked products;
• confirmation of delivery of used equipment and consumer goods;
• determining the technical characteristics of vehicles;
• confirmation of the destruction of goods etc.

 For the examination Customer sends a letter of guarantee (an application) on the letterhead of the organization to St. Petersburg chambers of commerce and industry according to the nomenclature of goods. 

The Chamber’s right to conduct examinations is affirmed by the Law of the Russian Federation № 5340-1 from 07 July 1993 «On chambers of commerce and industry in the Russian Federation» and the Chamber’s Charter.  St. Petersburg Chamber of Commerce and industry is accredited as an expert organization for product expertise by Chamber of commerce and industry of the Russian Federation (CCI RF). Services of SPb CCI on the examination of origin comply with the requirements of the system «INSPECTSERT» of CCI RF. Specialists involved in conducting examinations, are accredited in the RF CCI system «CCI EXPERT» as experts of Chambers of Commerce and Industry system. 

For:

• raising claims to suppliers for the supply of goods not conforming to the requirements of the contract (shortage, poor quality, incomplete);
•  determining the causes of damage of the goods and the size of the damage caused during transportation or the insured event;
• determining whether the presented product conforms model purchase and it’s marking data according to the results of organoleptic analysis and laboratory studies;
• determining technical conditions of the equipment in use;
• identifying of product conformity to model purchase or her description to protect the rights of the producer of counterfeiting of their products.

Acts of examination drawn up by experts of SPb CCI are recognized as the evidential documents in arbitration organizations, including foreign ones.

• determining the technical characteristics of goods and equipment for inclusion in the category of used products;
• determining the technical state of engine capacity and year of production of motor vehicles;
• certification of destruction of goods under customs regime of destruction;
• clarification of product characteristics, the definition of its code TN VED RF;
• determining consumption rates of raw materials and standard output rates of finished products during processing;
• identification of the product in relation to raw materials;
• determining the country of origin, certification of production for the subsequent drawing up of certificates of origin;
• identifying condition of the product, its characteristics and quantity at the moment of transfer to the warehouse of temporary storage at the customs area;
• carrying out an expert evaluation of the quantity and quality of goods exported from the Russian Federation, determination of the quantity and quality of goods with the subsequent issuance of Inspection Report.
